Rat Infested Prison, Bedford Prison, a Category B reception facility in the UK, has been identified as having the highest levels of violence among the country’s prisons, according to a recent critical report. The prison is plagued by severe conditions, including being rat-infested and having inmates confined in mouldy cells with broken windows for up to 23 hours a day.
This alarming situation at Bedford Prison has led to it being the fifth prison this year to receive an urgent notification for improvement from HM Inspectorate of Prisons. The report highlights that the levels of violent assaults against staff in Bedford are the highest recorded in adult male prisons in England and Wales, surpassing even those at HMP Woodhill, which also received an urgent notification.
The Chief Inspector of Prisons, Charlie Taylor, has called for immediate action, noting a sharp deterioration in conditions since the last inspection. The report points to a lack of sufficient staff, overcrowding, and squalid living conditions as contributing factors to the high rates of violence and self-harm. Additionally, the staff present are described as inexperienced, often failing to manage low-level behaviour effectively. There have been instances of excessive use of force and abuse of prisoners, further exacerbating the hostile environment.
The report also sheds light on issues beyond physical violence. There have been reports of racism within the prison, and the post of equality manager had been vacant for a year. In response, the prison has now recruited a new diversity manager and is planning to appoint a second post to accelerate improvements in inclusion.
The government has responded to these findings by appointing a new taskforce to address the urgent repair needs of the prison and has plans to apply for funding for larger repairs on a case-by-case basis. However, the report’s findings underscore a broader crisis in the prison system, with urgent reforms needed to address these deep-seated issues.
